About the Position
This position will support and coordinate Minnesota Department of Health Radiological Emergency Preparedness as it relates to events at nuclear generating plants in Minnesota. It will perform advisory work to identify and minimize the health effects related to unintended radiation exposure. It supports MDH mission through communication, planning, training, and exercising for nuclear power plant events. Recommendations and actions from the incumbent have the potential to affect agency procedures and MDH’s ability to support state partners in preparation for, and in response to a radiological event.
This position supports the integrated Radiological Emergency Preparedness program by providing physics technical expertise, leadership, and coordination as the liaison from MDH to Homeland Security and Emergency Management (HSEM), local emergency management, and other state agencies. The position will strengthen, define, document, and implement comprehensive communication strategies between MDH and other state agencies, and will align with federal and state requirements for nuclear power plant preparedness.
Responsibilities will include:
-Provide radiation physics technical support to MDH, HSEM, and other state agencies for radiological drills, exercise, and in actual radiological emergencies.
-Develop and manage the Radiological Emergency Preparedness grant awarded to MDH from HSEM for nuclear power plant response activities.
-Develop and manage the Radiological Emergency Preparedness Response Plan for the Minnesota Department of Health.
-Provide recommendations to MDH leadership for alignment with state and federal preparedness activities.
-Develop document and formalize internal and external lines of communications.
-Develop, conduct, and track radiological emergency response staff training.
-Continuously conduct gap analysis and program reviews in order to develop strategies to minimize or eliminate identified gaps.
-Promote and contribute to continuous quality improvement.
Masters in Industrial Hygiene, Public Health, Health Physics, Radiological Sciences, a physical or biological science, or a related field AND two (2) years advanced professional experience as a safety, health, or compliance officer for a scientific, environmental, or regulatory health and/or safety enforcement program as described below.
Bachelor's degree in Industrial Hygiene, Health Physics, Radiological Sciences, a physical or biological science, or a related field AND three (3) years advanced professional experience as described below.
Experience with radiological health regulations and requirements; health physics principles and practices; the use and application of radioactive materials; radiation laboratory instrumentation; enforcing, monitoring or investigating standards regarding radiation protection; or, radiation detection instrumentation and isotope analysis.
NOTE: An IH, NRRPT or HP certification will substitute for one (1) year of professional experience.
Ability to Communicate effectively both verbally and in writing; provide work direction to other professional and technical staff; collect and analyze data; develop and conduct training; serve effectively as a spokesperson; and, effectively and efficiently administer program activities.
Advanced degree in Radiographic Sciences, Health Physics, or a related field.
Experience in a radiation protection, health physics, or radiation science program conducting health and safety investigations.
Certified by the National Registry of Radiation Protection Technologists (NRRPT).
Certified by the American Board of Health Physics (CHP).
Knowledge of project management principles and tools.
Knowledge of emergency response.
