Senior Permitting Services Specialist (Well and Septic) 

About the Position

The position will be responsible for performing detailed reviews and analyses of subdivision plans, water well and on-site sewage disposal plans for compliance with applicable engineering principles and practices and county and state codes, laws, and policies. The nature of the work requires the position to meet with engineers, architects, surveyors, attorneys, developers, contractors, and other government agency staff, and property owners as a subject matter expert to discuss/resolve requests for exceptions, engineering and code/policy compliance issues relative to water well and on-site sewage disposal system requirements. Works effectively as a team leader or participant in order to establish and maintain effective working relationships; must be able to communicate effectively both orally and in writing. Effective computer skills are required. Direct contact with homeowners and builders relating to proposed building projects is a daily responsibility. The position will include daily contact with real estate professionals, home buyers and sellers- all seeking consultation of well and septic matters concerning homes being sold.

The position will facilitate permit issuance in consultation with Permit Technicians; provide instruction and guidance to lower level Specialists; and assist with field inspections on an as needed basis. The position is fully and technically responsible for the work assigned, and for independently planning and carrying out projects or assignments from the least to most difficult in complexity, based on overall policies and objectives, accepted engineering/scientific principles and practices, and available resources.

The position may be called upon to develop and propose new approaches, methods, procedures or criteria, such as amended codes, operating manuals, policies and procedures to improve the quantity and quality of department work.

Qualifications

Senior Permitting Services Specialist, Grade 26:

Experience:  Five (5) years of professional experience in an engineering/technical field in water well and on-site sewage disposal design, inspection, and permitting

Education:  Graduation from an accredited college or university with a Bachelor's degree in an appropriate scientific field is required.

Equivalency: An equivalent combination of education and experience may be substituted.

If filled at the Senior Permitting Services Specialist, Grade 24:

Experience:  Three (3) years of professional experience in an engineering/technical field in water well and on-site sewage disposal design, inspection, and permitting.

Education:  Graduation from an accredited college or university with a Bachelor's degree in an appropriate scientific field is required.

Equivalency: An equivalent combination of education and experience may be substituted.

Medical (applies to both levels): Selected candidate will be required to successfully complete a physical, drug and alcohol screen prior to appointment.

License (applies to both levels): Applicant must hold a current certification as a Licensed Environmental Health Specialist or Registered Environmental Sanitarian with the State of Maryland (DHMH). In the case of applicants from outside Maryland, the applicant must hold a similar certificate from that State and be eligible for immediate reciprocity from the State of Maryland.
