Hazardous Waste & Water Quality Program Specialist 

About the Position

Under minimal supervision, this position performs a variety of duties and responsibilities in the Water Quality Program to assure compliance with rules and regulations, prevent disease transmission, and mitigate health risks.

Program activities include oversite of the Boulder County Public Health

(BCPH) Environmental Emergency Response Team (EERT), issuing permits for onsite wastewater treatment systems (OWTS); conducting health risk assessments, investigations and applicable follow-up and enforcement; providing education and outreach; and engaging in stakeholder and state and local regulatory groups, as needed.

Water Quality

Issues permits and performs inspections to ensure that OWTS meet all state and local regulations. This includes reviewing engineer designs for compliance with regulations, conducting site investigations to determine soil and site suitability, and inspecting OWTS installations Reviews Boulder County Land Use Department referrals for potential environmental health impacts and provides comments to Land Use Conducts detailed review of OWTS records to determine adequacy of systems for property transfer certification.

Maintains OTWS database and carefully tracks all correspondence regarding properties Fosters teamwork and open communication among staff. Participates in team-building activities, strategic planning, and operational planning

Environmental Emergency Response Team (EERT) Actively participates and acts as the lead of the EERT, with supervision from the Water Quality Coordinator Plans and schedules team meetings.

Plans, coordinates, and ensures training of EERT members Coordinates and interacts with the Boulder County Hazmat Team and local fire departments to ensure BCPH response role

Residential Environmental Health

Maintains knowledge of residential environmental health issues and provides consultation and assessments when appropriate for air, soil, water, asbestos, lead, mold, methamphetamine, bacteriological, and other environmental contamination issues Provides residential environmental health training to building inspectors, realtor groups, schools, and housing associations Prepares written and oral reports for assigned program area 

Qualifications

EDUCATION:

A bachelor's degree in environmental health, public health, engineering, or related field

EXPERIENCE:

At least two (2) years of professional experience related to water quality, environmental health, or engineering Additional related education may apply.

DRIVERS LICENSE:

Applicants must have a current, valid driver's licesnse Applicants must have their own, reliable vehicle, that is readily available for business use

KNOWLEDGE, SKILLS, AND ABILITIES:

Strong ability to understand, interpret, and apply statues and regulations pertaining to hazardous waste, residential environmental health issues, and water quality Knowledge of hazardous waste, soil evaluation, and visual and tactile analysis Knowledge of or experience in environmental planning and other environmental regulations Knowledge of residential environmental health, OWTS, stormwater quality protection, drinking water, and other water quality regulations Must be an effective team player Excellent written and oral communication skills, including the ability to present effectively Ability to be a strong collaborator in the community and in the office environment Ability to work effectively with clients, staff, and other agencies and maintain productive working relationships Efficient project completion skills with strong attention to detail Proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint, Outlook, and Access) and database use. Experience with GIS and Envision Connect is preferred
