Senior Environmental Resource Manager

About the Position

Washington County, MN, is seeking a talented and motivated environmental health professional to join our team as a Senior Environmental Resource Manager. The Senior Environmental Resource Manager directs solid waste planning, guides waste policy development, and manages programs and services designed to reduce, reuse and recycle waste materials. This position is a member of the Ramsey/Washington Recycling and Energy Board's Joint Leadership Team, where together with our Ramsey County, MN, partners we are leaders in waste processing and are bringing our slogan, "More Value Less Trash" to life.



  • Master's Degree in an environmental or health related field, plus six years of experience in a comprehensive environmental department or agency, with at least five years of administrative experience; OR
  • Bachelor's Degree in an environmental or health related field, plus eight years of experience in a comprehensive environmental department or agency, with at least five years of administrative experience; OR
  • An equivalent combination of education and experience.


  • Expertise in principles and practices of public administration related to solid waste management and/or environmental health services
  • Experience leading and conducting community needs assessment and developing corresponding plans for solid waste management services and/or environmental health services
  • Experience applying performance management principles related to environmental programs and services, including quality improvement, performance measurement and result-based accountability
  • Experience effectively working with an elected board of local government officials and/or collaborating with local government entities (Cities, Townships, Counties)
  • Experience developing, monitoring, adjusting and analyzing public budgets and expenditures
  • Experience assuring timely and accurate program and financial reports to various local, state and federal agencies on solid waste and/or other environmental health services
  • Experience recruiting, hiring, managing, leading and coaching other professional employees
  • Experience working with a department management team in implementing a strategic plan, ensuring employee engagement and development
