Food Safety & Environmental Services Program Manager

About the Position

The Public Health Preparedness Bureau is looking for a motivated and dedicated individual to join our team! The Environmental Health Administrator position is responsible for the oversight and management of the Food Safety & Environmental Services Program. The individual in this role will be responsible for the coordination of food safety and environmental services activities, and serves as the staff expert in matters pertaining to the environmental control of disease transmitted via food and to environmental sources.  This position manages and directs the work activities of environmental staff such as public health sanitarians, and will be responsible for managing the Statewide environmental health food safety and sanitation activities.  The Environmental Health Administrator will interpret and implement State policy and rules on environmental health, food safety and sanitation, as well as coordinate county environmental health department evaluations.  The individual in this role will manage the preparation of monthly data and annual program reports, ensures appropriate document quality.  This position manages preparation and implementation of county health department delegation agreements and will coordinates the Statewide standardization and training of county health department environmental health sanitarians.  The Environmental Health Administrator will serve as the Sanitarian Council Chairman and will coordinate the annual conference for Registered Sanitarians.

Responsibilities include:

  • Managing Food Safety and Environmental Services Program staff
  • Coordinating food safety and environmental sanitation activities
  • Interpreting and implementing state policy and rules
  • Serving as the Chairman of the Arizona Sanitarian Council and coordinates the annual conference
  • Managing program grants, cooperative agreements and budgets
  • Overseeing the School Garden and the Home Baked and Confectionery Goods programs
  • Overseeing and developing monthly data report (inspections and school garden visits) and the Food Safety and Environmental Services annual report
  • Working with ADHS Administrative Rules Office to create/update rules pertaining to food safety and environmental services 

Qualifications

Requirements include:

  • Arizona Registered Sanitarian
  • Knowledge of program and personnel management
  • Knowledge of program administration, program evaluation, budget monitoring, resource utilization and prioritization
  • Knowledge of word processing, graphic presentations, statistical analysis and database manipulation using software such as MS Office Suite
  • Knowledge of food safety, environmental health, and public health
  • Knowledge of the regulatory role and functions of county health departments, Indian Health Service Units, Tribal Health Units, and other agencies
  • Excellent oral and written communication skills and how to communicate effectively based on an individual’s level of understanding, establish and maintain good working relationships and how to supervise, manage, motivate, communicate and coordinate with employees and other agencies
  • Skills in managing and motivating personnel
  • Strong skills in technical writing and analyzing and assessing the significance of human environmental exposures
  • Some experience with rule writing, considerable skill in planning and coordinating prevention and mitigation public policy strategies to protect the public health from environmental contaminants.
  • Demonstrate ability to communicate technical information both orally and in writing
  • Strong analytic skills as applied to the evaluation and interpretation of health-based data
  • Ability to exercise sound judgment in making technical decisions
  • Organizational and interpersonal skill in initiating and achieving objectives
  • Possessing the abilities to review and evaluate the effectiveness of health program activities
  • Interpret rules and substantive policy statements to assist the county health departments as well as the citizens of Arizona
  • Exercise good judgment in making decisions with regards to compliance and enforcement
  • Communicate information both orally and in writing; and organizational and interpersonal skills in achieving assigned objectives are necessary for this position

Preferred Qualifications:

  • The preferred candidate will have experience with food safety inspections, compliance enforcement, and public health programs
  • Successful candidate for this position will hold a Master's Degree in Public Health or related field or hold a Bachelor's Degree in a relevant science and experience supervising and managing similar programs
